Attached are the BSK Bylaws.  It is important to understand that PACs often choose to operate what are called Independent Expenditure campaigns in support of candidates.  For BSK, Independent Expenditure (IE) campaigns are typically for school board candidates.  The right to do an IE is protected by the First Amendment of the US Constitution; however, an IE cannot be coordinated in any way with the campaign of a candidate.  To do so would be a violation of the law, because it would be equivalent to making an in-kind contribution to the candidate in excess of legal contribution limits.  Therefore, you will see very strong confidentiality language in the BSK Bylaws.  That is to protect the members of the BSK committee, the BSK PAC, and ultimately, JCTA.

We ask you not to broadcast the BSK Bylaws, or at least not without this context, because it would be easy for an individual to not understand the legal necessity for confidentiality.
